Join the discussion

President George Bush has made more trips to Latin American than any other president before him. But Bush seems to have gotten a lot of frequent flier miles and not much else for all his trouble. They complain that when Washington leaves Latin America alone, cries of neglect echo around the hemisphere. And when it gets engaged, Latin Americans scream about Uncle Sam’s heavy handed-intervention.
