U.S. legislators to study effects of embargo

             HAVANA -- Six members of the U.S. Congress' Black Caucus have arrived in
             Havana to observe the effects of the U.S. economic embargo on the education
             and health systems of the island.

             ``We come to Cuba with open minds and good feelings. We hope to exercise
             some leadership, even a modest amount, in the future debates on a resolution
             about U.S-Cuban relations,'' said Rep. Maxine Waters, D-Calif.
