Protest Stifled in Havana

          HAVANA -- Communist Party members stifled an attempt by
          opposition groups to hold a protest in Havana Wednesday before
          an international summit meeting.

          In Dolores Park, where dissidents had planned to march, party members
          held an impromptu street party, setting up speakers that blared salsa
          music and attracted dancers -- a technique often used to scare off
          protesters.

          The heads of state of Spain, Portugal and most Latin American nations
          are to gather here next week for the annual Iberian-American summit
          talks.
