INS agent sues in Elián's wake

 An immigration agent who complained about the conduct of fellow agents after the raid to remove Elián González from a Little Havana home filed a second federal lawsuit Wednesday -- this time accusing U.S. Attorney General John Ashcroft of "inaction'' on his complaints.

 Special Agent Ricardo Ramírez, 41, of Fort Lauderdale, said earlier this year that agents and administrators rejoiced in the boy's removal and made anti-Hispanic
 comments.

 Ramírez is asking for unspecified money damages. He also wants a transfer to an INS office in Texas.
