Renewal Of Curbs Expected In Cuba

HAVANA, April 24 - President Fulgencio Batista and his Cabinet probably will suspend constitutional guarantees again at midnight tomorrow night, when the present forty-five-day suspension ends, reliable sources said today. The President has called a Cabinet meeting for midnight tomorrow.

Congress declared a “state of emergency” April 1. It gave President Batista extensive special powers, including authority to assume the legislative functions of congress. This “state of emergency,” to last until May 15, was proclaimed to meet the threat of “total was,” declared by Fidel Castro, rebel leader, and the general revolutionary strike called April 9. The strike failed.

The tide of Señor Castro?s revolt has receded to Oriente Province. However, military authorities continue to seize youthful revolutionary elements throughout Cuba.

A communiqué from Army headquarters at Camp Columbia here said tonight that fifteen rebels had been killed in two different encounters with Government troops at Serval, near Bayamo, and at Cristo Cauto, near Santiago de Cuba, in Oriente Province.
