Blast blamed on Colombian rebels kills 5

BOGOTA, Colombia (AP) --Presumed leftist rebels on Sunday detonated a
bomb hidden inside a hot-dog cart, killing a 9-month old baby boy and four
others, police said.

The explosion, blamed on rebels from the National Liberation Army (ELN), also
injured two people in the Antioquia province and destroyed most of the apartment
building where the victims lived, Antioquia Police Col. Guillermo Aranda told The
Associated Press.

Among the five people killed in the early morning explosion were the baby's parents.

Six families, including members of the police, lived in the building in Penol -- 130
miles (210 kilometers) northwest of the capital, Bogota.

Aranda said it wasn't immediately clear if the building had been targeted because of
the police presence. The ELN hasn't commented on the attack.

"They never accept responsibility for killing civilians," Aranda said.

Guerrillas battling government troops and the paramilitaries are responsible for a
large share of the estimated 3,500 people killed annually in Colombia.

Separately, a group of 10 countries assisting negotiations between the Colombian
government and the leftist Revolutionary Armed Forces of Colombia, or FARC,
urged the two sides to commit themselves to the peace process.

Negotiations stalled last week when the two sides questioned each other's sincerity.
The talks began nearly three years ago but have failed to achieve substantial
breakthroughs.
