Hon John M Clayton
Secretary of State

Sir,

I have information that is entirely reliable that Col White is preparing an expedition against Cuba. He had on the 28th Ulto. 400 men which he raised in a day or two at the Pelican, New Orleans, and expects to raise there in all 800; and corresponding numbers in Boston, New York and Baltimore. The recruits at New Orleans are to be drilled on Cat Island from which point they are to embark in the Steamer Fanny about the 20th or 25th Inst, for the South Side of Cuba. A considerable number of the Military in Cuba are said to be in communication with them.

                                                                                    I am Very Respectfully Yours
