On June 14 representatives of the United States and Cuba signed a joint agreement on rice which replaced the agreement of December 17, 1952. The December agreement had established a method for determining Cuba's annual rice import quota in connec­tion with a GATT concession on rice. Under the June agreement, Cuba's basic quota of 3,250,000 quintals from the United States continued to become effective each July 1. In addition, Cuba was required to announce on the following February 15 for implementa­tion after April 1 any additional quota needed to satisfy annual import requirements: Details of this agreement were transmitted to the Department of State in despatch 1265 from Habana, June 17.
