23. Minister of Foreign Affairs requested me this afternoon to inform you that President Ubico feels the Cuban situation is exceedingly grave principally because of communistic tendencies. Consequently, he is of the opinion that American intervention is essential to preserve order and insure establishment of constitutional government.
