Statements Broadcast by Castro Regime

        MIAMI, April 17--Following, in unofficial translation, are the texts of an "exhortation to the peoples of the Americas" signed by Premier Fidel Castro and President Osvaldo Dorticos Torrado and broadcast today by Cuban stations, and of a "declaration of alert" and a statement to the Cubans issued by Premier Castro and broadcast also:

Plea to Americas

        The United States imperialism has launched its announced and cowardly aggression against Cuba. Mercenaries and adventurers have landed at a point of our country. The people of Cuba, with valor and heroism, are already certain of smashing it.
        The solidarity of the peoples of Latin America and of the world is against the North American imperialists.
        The world has become aware that the students, the intellectuals of Latin America, are with Cuba and her revolution that redeems the humble.
        In strengthening the struggle against its principal enemy, the Yankee imperialism, all Cuba rises with the password of "Fatherland or Death," because our battle is your battle. Cuba shall win.

Declaration of Alert

        The commander in chief and Premier of the Government declares the country in a state of alert and orders the Rebel Army, the militias and all the security forces to increase the vigilance and to act without hesitation against those who are caught committing acts of sabotage, shooting or crimes.
        To double the vigilance, to denounce the counter-revolutionaries and their activities.
        To exhort the workers to remain in their posts and redouble their efforts of production and vigilance.
        To the entire population, to maintain order and the strictest discipline against mercenaries, fifth columnists, saboteurs and counter-revolutionaries in general.
        All to action for a free and sovereign Cuba. All for the revolution that redeems the humble--the patriotic, democratic and socialist revolution of Cuba. With the password of "Fatherland or Death"--We shall win.

Statement to Cubans

        Troops landed by sea and air are attacking the south of Las Villas, supported by aircraft and warships. Rebel troops [Dr. Castro's Army] are fighting the enemy. We are fighting in the defense of our sacred fatherland against the mercenaries organized by the imperialistic Government of the United States.
        Our troops are already advancing against the enemy, certain of victory. The people are mobilizing already.
        Forward, Cubans, to answer with fire and iron the barbarians who pretend to take away our liberties.
        The people are mobilizing against a Government that wants a return to slavery. They come to take away the land that the revolution handed to the peasants and the cooperatives. We are fighting to defend the lands of the peasant and the cooperatives.
        They want to take away the factories from the people, the sugar mills from the people, the mines from the people.
        We fight to defend our factories, our sugar mills and our mines.
        They come to take away from our sons and our peasant girls our schools that the revolution had given to them. They come to take away from the Negro man and woman the dignity that the revolution had returned to them.
        We shall fight to maintain in all the people of this supreme dignity of the Cuban nation. They come to take away our workers from their new jobs. We shall fight for a free Cuba. They come to destroy our fatherland and we shall defend the fatherland.
        Forward Cubans! All to your posts and to your work. Forward, Cubans! Because revolution is invincible, and against her and against the heroic people that defends her, all the enemies will be smashed. Let us shout now with more ardor and firmness now that the Cuban is suffering in combat--"Long live Free Cuba! We shall win!"
